Segundo Forte, a rubrica “RP5″ substituirá o chamado orçamento secreto e “trará mais transparência” à execução orçamentária. Em dezembro do ano ado, o Supremo Tribunal Federal considerou o <a href="/politica/2022/12/5060104-como-voto-de-lewandowski-supremo-forma-maioria-e-derruba-orcamento-secreto.html">orçamento secreto inconstitucional</a>.</p>
<p class="texto">“Estamos criando um novo espaço, uma nova rubrica, que é a RP5, que vai abrigar a parte do Orçamento que será destinada às emendas parlamentares por bancadas. É uma iniciativa nova, em que as bancadas, pela representação, terão uma participação de influir na construção orçamentária do país”, disse Forte a jornalistas, após a aprovação do seu parecer preliminar à LDO. O Parlamento já havia criado as emendas individuais impositivas e as emendas por bancadas estaduais.</p>
<p class="texto">O parlamentar também justificou a sua decisão de não tomar a iniciativa de alterar a meta de resultado fiscal, embora venha sendo crítico à manutenção da meta de zerar o déficit. “É mais confortável, para debatermos, se essa emenda fosse liderada por alguém próximo ao governo, porque a responsabilidade ficaria mais identificada com o governo”, disse o relator da LDO.</p>
<p class="texto">Forte argumenta que o Executivo é o Poder que detém a previsão precisa de arrecadação e dos gastos. “As estimativas das receitas vêm do governo. Quem tem a compreensão e a responsabilidade disso é o Executivo”, argumentou.</p>
